Introduction

The City of Vernon has an Official Community Plan (OCP) Amendment Policy that guides the City in its consideration of OCP amendment applications. The policy states that amendment applications are considered annually, after March 1st. It also states that a public open house will be hosted by the City, in addition to the legislated Public Hearing process, to provide community residents with an additional opportunity to consider the amendment applications.


Project background: Port Okanagan

Avillia Developments (the applicant) is proposing to develop the properties at 2525 Lakeshore Road and 7295 Okanagan Landing Road into a mixed use waterfront village called “Port Okanagan.” Administration has been working with Avillia’s team over the past several months to review the Master Plan for the property and align their development proposal with the policies in the Waterfront Neighbourhood Centre Plan (WNCP).

The Master Plan features a mixed use village with residential buildings, commercial uses, a hotel and conference centre, and preservation of existing wetlands in a park area with a network of pedestrian pathways and public lake access. Port Okanagan would offer a unique opportunity to increase public enjoyment of the lake while creating a tourist and residential destination, as envisioned in the WNCP and Council’s strategic policies for the community’s waterfront.


Opportunities for public input

The applicant has applied for an Official Community Plan (OCP) amendment and rezoning to a new Comprehensive Development area (CD7) zone. The City’s corporate OCP Amendment Applications Policy requires that an open house be held to provide community residents with an additional opportunity to consider the application. As directed by Council, an IN-PERSON OCP PUBLIC OPEN HOUSE will be held ON WEDNESDAY APRIL 13, 2022, BETWEEN 4:00 p.m. – 7:00 p.m. AT LAKERS CLUBHOUSE, 7000 CUMMINS ROAD. Additionally, members of the public may submit input online, between March 31 – April 14, 2022.
