Development Permit Exemptions – Multi-Unit Housing/Riparian Areas

The City of Vernon is proposing updates to the Official Community Plan (OCP) Bylaw 5470. These changes would amend development permit exemptions for two development permit areas/types: Form and Character Multi-Family Residential and Riparian Assessment Areas.

Form and Character Multi-Family Residential Development Permits
Currently, a form and character development permit is required for the construction of four or more units on a parcel in the Multi-Unit Small Scale (MUS) zone. The proposed changes would exempt projects with up to four units from this requirement, while five or more units would still need a development permit. This update would align with Provincial Small-Scale Multi-Unit Housing (SSMUH) policy and help to streamline approvals and encourage the construction of more housing.

Riparian Assessment Area Development Permits
The proposed changes would align the City’s riparian development permit exemptions with Provincial Riparian Areas Protection Regulation. Riparian areas are vital buffers that protect water bodies from nearby development.
