Phase 3 Community Survey

About the survey

The City is updating its Official Community Plan (OCP) and Transportation Plan (TP), and we would like to hear from you again!   Phase one and two of engagement have been completed - thank you to everyone who participated. You can find a summary of what was learned from the engagement process in phase one here and in phase two here.  

During this third phase of engagement, you will be looking more closely at how Vernon’s two urban centres – Downtown and Village Green – and its three Village Centres – Alexis Park, Okanagan Landing and Jubilee Hill – could look in the future. The survey is an opportunity for the community to provide feedback on the draft vision for these five areas. There will also be opportunity to review the Transportation Plan projects that are proposed and provide feedback on those.

The survey will take about 10 minutes to complete.

Confidentiality 

Your survey results will be kept confidential. Results of the survey will be reported without identifying any individual participants. At the end of the survey, there are a few questions about you. These questions help us to understand who has completed the survey so it can be assessed if engagement has reached as many diverse people in the community as possible.

Personal information is being collected under the authority of Section 26(c) of the Freedom of Information and Protection of Privacy Act (FOIPPA) for the sole purpose of administering this public engagement. This information will be used only for engagement-related analysis and reporting. Vernon’s Urban and Village Centres 

In phases one and two of engagement, community members stated that they value having housing and alternative transportation options available in areas that also contain local businesses, shops and everyday services. This will reduce the number of trips requiring personal vehicles and increase convenience close to home. Based on this, the draft vision for Vernon’s five Centres is that they will:

  • Have focused growth, encouraging them to become vibrant hubs of daily activity.
  • Have distinct identities, with each centre reflecting and celebrating its own unique character and sense of place.
  • Are connected and focused on mobility, meaning that land use and transportation are integrated to support walking, rolling, cycling, and transit within and to each Centre.
  • Are complete communities offering a diverse mix of housing, shops, services, employment, and public spaces, such as parks, to meet the daily needs of residents and businesses. What are Urban Centres?

Urban Centres are Vernon’s main areas for growth and development. They are walkable and transit-friendly places where people can live, work, shop, and access daily services. Focused around existing commercial areas and transit hubs, Urban Centres support complete, connected communities while reducing the need to drive.

What are Village Centres?

A Village Centre is a smaller than an Urban Centre and focusses on being a walkable neighbourhood hub with its own unique character. A Village Centre is designed to meet the daily needs of nearby residents and includes a mix of housing, local shops, services, and public spaces. The goal is to make every Village Centre welcoming, community-focused places to live, work, and gather.

Urban Centre – Downtown 

Vision for Downtown:

In previous phases of engagement, community members stated that they value the look and the history of the downtown area and would like to see it become a more vibrant area, while not losing its historic charm. By weaving together heritage, culture, and contemporary urban living, Downtown Vernon is poised to become an even more thriving and connected city centre—one that honours its past while embracing a vibrant and sustainable future.

The Downtown Urban Centre is based on the existing City Centre Neighbourhood Plan. It recognizes the downtown area as the historic centre of Vernon and a place for more shopping and housing to grow. The area is envisioned to grow by 2,500 residents in the next 20 years.
